What is a dirty tactic?

I’m confused each time people refer to “dirty tactics” in chess, as they don’t seem to imply anything like shifting pieces when the opponent is looking away but something totally within the rules (and not rage sitting or other poor time ethics). But pieces are all there on the board and both players know how they move—how can any tactic be possibly considered dirty?

Can you provide any good examples, please?

A dirty tactic for black could be re1 hoping to win the rook
I once read about a tournament game where the player of Black wasn't present at the start of the game. White opened 1.e4, pressed the clock and wandered away to get a coffee. The player of Black then arrived unseen by their opponent, played the "small" move 1...b6 which was hard for White to notice from a distance, pressed the clock and made themself scarce again. White had used up a lot of their time on the clock before they noticed that their opponent had turned up and made a move.
