Time out game termination issue


In the game above, White ran out of time and Black won. However, White's only legal move in the final position is Kxg2, which leads to a draw.
According to Lichess FAQ, the game is drawn if the position is such that the opponent cannot checkmate the player's king by any possible series of legal moves. So maybe the termination of the game above should be a draw? Is it a bug?
It's an incomplete implementation of the FIDE rule. Simply speaking, lichess takes into account only which pieces are on the board but not the full position and possible moves and their sequences. Thus in this case it sees there is a king and queen against bare king which is (in general) enough to be able to checkmate. It's one of the very rare cases where the (imperfect) lichess implementation gives result different from precise application of FIDE rules.
